The sample GDPR documentation for municipalities and self-governing regions is not sufficient. The range of obligations is defined in dozens of special regulations. The municipality usually deals with the GDPR insufficiently – often due to a lack of knowledge about personal data protection.
Municipalities have many obligations in relation to the protection of personal data. The basic obligations are defined by the GDPR Regulation – to adopt internal regulations and security measures, to inform data subjects (for example, also via a public website) about the processing of personal data, to conclude data processing agreements, to designate a data protection officer etc.
Other obligations are specified by special legal regulations. The basic regulation for each municipality is the Act on Municipal Establishment. This act is complemented by other special laws regarding, for example, elections, social assistance, provision of information to citizens...
